Seychelles is an archipelago and country in the Indian Ocean. Ironically, it is pronounced “say-SHELLS”, as in, “Say, can you find me some good banking SHELLS where I can hide my money?”
In the newly released Paradise Papers, we find that Uganda’s foreign minister set up an offshore trust in the Seychelles to manage his personal wealth. 
It might be that the Ugandan foreign minister met Paul Manafort in the Seychelles. Tens of millions of dollars were allegedly funneled by Manafort through places like Cyprus, Saint Vincent & the Grenadines, and the Seychelles. 
Those other two places – Cyprus, and Saint Vincent & the Grenadines – are part of what used to be the obvious British empire in the Queen Victoria days. This has transformed itself into various offshore tax havens, such as Gibraltar, Malta, and Cyprus. (There are many more, including Guernsey, Jersey, and the Cayman Islands.) 
Back in April 2013, Vanity Fair magazine published an article, “A Tale of Two Londons”, by Nicholas Shaxson. All these weird islands such as Saint Vincent & the Grenadines are like a spider’s web, with the spider located in the City of London, i.e., “the Square Mile,” owned and controlled by the City of London Corporation. 
Notice Shaxson’s title: A Tale of TWO Londons. There is the London most people think of, and there is the City of London, i.e., “the Square Mile,” owned and controlled by the City of London Corporation.
The City of London Corporation has its own constitution, “rooted in the ancient rights and privileges enjoyed by citizens before the Norman Conquest, in 1066,” and its own lord mayor of London—not to be confused with the mayor of London, who runs the Greater London metropolis, with its eight million inhabitants. 
So, like the Tale of Two London’s, this has been a tale of two taxes: one for most of us, and the other for the special people. “We don’t pay taxes. Only the little people pay taxes,” Leona Helmsley is supposed to have said.  Like the privately-owned “Federal” Reserve, the City of London has thrived. The “Fed” cannot be audited, and the City also has been granted special privileges.
