Two USA Today journalists became the target of a smear and propaganda campaign after they reported that the U.S. military “information operations” program spent millions of U.S. dollars in marketing campaigns in Afghanistan and Iraq which were criticized as ineffective and poorly monitored. As it turned out one of those who executed the marketing campaigns in Iraq and Afghanistan admitted to be a part of the smear and propaganda campaign against the USA Today reporters. 
This all involves the Smith-Mundt Modernization Act of 2012 which authorized the dissemination of propaganda to U.S. audiences. “The result: an unleashing of thousands of hours per week of government-funded radio and TV programs …” 
The Smith-Mundt Modernization Act of 2012 has been described as “a green light for U.S. domestic propaganda efforts.” 
On July 31, 2018 The New York Times broke a story. Facebook said it had discovered “coordinated activity” around issues such as #AbolishICE, “a left-wing campaign on social media that seeks to end the Immigration and Customs Enforcement agency.” 
Facebook “did not definitively link the campaign to Russia.” 
Ah, but now enters the propaganda authorized by the Smith-Mundt Modernization Act of 2012: Lawmakers from both parties quickly set aside questions of who had perpetrated the influence campaign and said Facebook’s disclosure only clarified what they had feared about the Russians. 
“Today’s disclosure is further evidence that the Kremlin continues to exploit platforms like Facebook to sow division and spread disinformation,” declared Senator Mark Warner. 
It all ties in with the propaganda authorization: Russia is to be relentlessly propagandized as the enemy; Senator Warner and other lawmakers take advantage of this and use it to cover-up the tracks of whomever really was doing the “coordinated activity”.
You can see how blame for the “Abolish ICE” movement has been adroitly shifted from Democrats and onto the Russians. Earlier, blame for Hillary Clinton’s loss in 2016 had been shifted from the DNC’s shoddy treatment of Bernie Sanders and his supporters and onto the shoulders of “Old Reliable” (Russia).
Facebook detects “coordinated activity” (conspiracy). The most likely culprit is the astroturf “resistance.” But then authorized anti-Russian propaganda kicks in and – Voila! – “The Resistance” gets absolved from any blame and Old Reliable takes the burden.
